A Uniswap v4 beforeSwap hook carries the programmable fee — 3% skimmed from each swap and routed to the treasury. Not baked into transfers, so it never touches wallet-to-wallet moves.
The fee is hard-capped in bytecode and setFee can only lower it. The standard is programmable, but only ever in the holder's favour — never a rug lever.
